The Town Council mandate derives from Article 1 and chapter 12 of the Namibian constitution, and the Local Authorities Act, 1992, Act 23 of 1992 as amended, and is to govern and administer local authority affairs within the proclaimed local authority area of Bukalo subject to legislation.

Tariffs are set by the Council for the services it renders, such as water and refuse removal. These tariffs are reviewed once a year, with public comment sought on any increases.
